Some complaints from city employees and residents alleged instances of bullying, harassment, and cronyism by Mayor Jeff Colvin and some councillors as well as issues with the complaints process, improper meeting procedures, and the sale of municipal property. The formal inspection was launched after a preliminary review by the province in response to these complaints. Mayor Colvin initially claimed that the investigation had nothing to do with the current council and was triggered by the city’s request to probe wrongdoings by previous councils, despite the written ministerial order stating otherwise. However, he later admitted that the investigation would also look at the current council, including himself, and that new members of council have had a “learning curve” regarding proper processes since their election.
